benefits for employees represented by a union are outlined in their
collective bargaining agreement. -Position Purpose: -Responsible
for providing oversight of the operation and maintenance of
wastewater facilities in the Orange and Putnam County territories,
also known as South County Sewer and Heritage Hills respectively. -
Supervises workforce to operate, maintain, and modify facilities in
compliance with applicable regulations, laws, and company policies
& procedures. - The incumbent in this position ensures the
continuous collection and treatment of customer wastewater in
accordance with all applicable regulations. -South County:
-Includes four separate public water systems. - Production
facilities include three surface water filtration treatment plants
and one system with source water derived from a well. - Total
production capacity for potable water systems is 1.2 MGD. The
wastewater systems include five individual systems which comprise
collection systems and treatment plants with rated capacities
ranging from 4,000 GPD to 200,000 GPD. - These systems serve
approximately 500 customers.Forest Park: -Includes fourteen
separate public water systems, thirteen of which reside in Putnam
County and one of which resides in Westchester County. - All
sources in this area consist of groundwater and associated
distribution systems include elevated storage and hydropneumatics
driven systems. - These systems serve approximately 980
customers.Heritage Hills: -Includes a WWTP, a Membrane Bioreactor
Facility with six (6) pump stations and approximately six (6) miles
of pipe. Also includes a WTP that treats five (5) ground water
wells with a total capacity of 600 gpm.Primary
Duties/Responsibilities:
- Directing workforce to accomplish daily operations and
maintenance of collection, pumping and treatment facilities.
- Assumes the role of operator in direct responsible charge for
the wastewater system per NYSDEC regulation as directed by the
Company.
- Serving on an emergency standby (24/7) rotation.
- Provide leadership to employees and complete performance
reviews of reports as required.
- Ensuring knowledge transfer.
- Managing company assets efficiently through the Computerized
Maintenance Management System (CMMS).
- Establishing the proper chemical dosing and inventory at all
facilities supervising personnel in the collection of samples and
deciding upon corrective measures.
- Manage departmental budgets, helps create and controls
expenditures
- Ensure preventative, corrective, and reactive maintenance of
equipment is completed in a timely manner and in accordance with
plan.
- Implementing emergency response for repairs on 24-hour basis,
and for scheduling personnel to be available for response.
- Working with other groups to schedule installations,
preventative, and corrective maintenance.
- Assists the Environmental Health & Safety Manager in conducting
periodic department safety and training programs and assures that
subordinates utilize appropriate safety gear and protection
devices.
- Interfaces with customers, outside contractors, or any other
external Agencies.
- Performs daily reports, daily crew attendance, sick leave
monitoring, overtime monitoring, and vacation scheduling.
- Provides training to direct reports.
- Proactively share resources across teams.
- Provide leadership and motivation for subordinates.
- Facilitate communication among personnel and departments.
- Interface with Engineering to ensure proper implementation of
capital projects.
- Continuously improve systems, processes, and procedures as
measured by KPIs.
- Develop and continuously improve Standard Operating Procedures
(SOP's).
- Ensure departmental compliance with safety and regulatory
policies.
- Manage inventory items as required.
- Ensure that operations are in compliance with all applicable
federal, state and local environmental regulations. - Regulations
include (but are not limited to) the Safe Drinking Water Act, the
Superfund Amendments and Reauthorization Act, the Clean Water Act,
the Resource Conservation and Recovery Act, the Clean Air Act, the
Chemical Bulk Storage Regulations, the USDOT Hazardous Materials
Transportation Regulations, the Petroleum Bulk Storage Regulations,
the Federal Insecticide, Fungicide and Rodenticide Act and OSHA. -
Reviews and interprets existing and proposed regulations.
- Interact with SUEZ Water Management & Services personnel for
support in interpreting of such regulations and to maintain
corporate standards.
- Responsible to provide oversight of sampling program for
wastewater operations.
- Assists the Manager Treatment & Supply in preparing annual
capital and expense budgets, and reviews and monitors budget
activity on a regular basis. The incumbent participates in
resolving employee and labor relations matters in the operations
areas.
- The incumbent interacts effectively with other levels of
management, field staff, customers, and government agencies. -
Manages the operation and maintenance of all facilities,
structures, and auxiliary equipment within the service
territories.
- Recommends changes in Company policies and procedures designed
to improve operations or administration, reduce costs, or enhance
coordination with the parent company.
- Ability to serve as back up to other area Superintendents
and/or the Manager-Treatment and Supply, assuming full
responsibility in his/her absence as
directed.QualificationsEducation/Experience/Background:
- Minimum of 10 years of experience working in utility type
industrial facilities.
- Supervisory experience preferred.
- High school graduate or equivalent required.
- Technical or Bachelor's degree in an natural science,
engineering, or other related field is
preferred.Knowledge/Skills/Abilities:
- Proven interpersonal, and problem-solving abilities.
- Strong communication skills, both written and oral.
- Use of computers including knowledge of MS Office Suite,
Peoplesoft, and CMMS.
- Must be able to deal effectively with all levels of staff,
management, and organized labor groups.
- Strong knowledge of water utility operations, maintenance, and
construction practices.
- Possess an understanding of hydraulics, wells, pumps,
water/wastewater treatment and chemistry.
- Ability to review operational and system performance data and
draw conclusions regarding the same.
- Ability to develop departmental performance summary reviews and
plans to improve performance as appropriate.
- Ability to negotiate with contractors.
- Ability to work on emergency stand-by on a rotational
basis.
- Has proper NY State Certifications required or ability to
obtain within twelve to eighteen months.
- Familiar with related safety practices.
- The incumbent must be able to read and understand Engineering
and site plans, specifications, and as-built drawings.
- PLC programming and instrumentation a plus.
- This position entails professionalism and independent judgment,
and the overall ability to work with line and staff in a union and
non-union environment.Required Certification/Licenses/Training:
- NYS 3A Wastewater license required.
- NYS IIB and D Water System Operator licenses a plus.
- Must have valid Driver's License.Physical Requirements:
- Physical: Walking on uneven terrain; climbing ladders, hills,
and stairs; moderate lifting up to 25 pounds; sit, stand, and walk
for long periods at a time. -
- Sensory: Must be able to speak, see clearly and hear.
- Mental: Must be able to read and write.
- Be available to support operations whenever needed (occasional
